AUTHOR BIO
MARK CONSIDINE is Director of the Centre for Public Policy, University of Melbourne, Australia. He is also a Senior Advisor to the Government of Victoria on local governance policies. His research includes comparative projects examining the local governance dynamics in different countries, evaluation techniques for assessing partnerships, employment and local economic improvement outcomes from partnership work, and the public management of collaboration.
SYLVAIN GIGUERE is the Deputy Head of the LEED Programme, the division of the OECD that focuses on local economic and employment development. He joined the Paris-based organisation in 1995 and initiated a work agenda on governance and employment that explores ways of achieving an integrated approach to economic and social development. He currently supervises projects examining the integration of immigrants and the coordination of employment, skills and economic development. He coordinates LEED's programme of work, oversees its Directing Committee sessions, and heads the OECD Forum on Partnerships and Local Governance.
